Changing language on vista?

so i looked everywhere and i could not find how to change the language on a vista computer. i know that for an windows xp you needed to download the IME file in order for the korean language to work but i can't find and that will work for the vista. even though i change the language setting by going into control panel it will set it as KO and EN but it won't type out in korean. please help i will appreciate it very much. thank you!
